France: RGAA, accessibility statement and EAA

In France, the RGAA (Référentiel général d'amélioration de l'accessibilité) is the official method for assessing the accessibility of a digital service. It applies to public bodies and to certain companies, and serves as the basis for the EAA.

Standard
RGAA 4.1 — 106 criteria
Legal basis
Article 47 of Law No. 2005-102
Who is covered
Public sector, large companies, services covered by the EAA
Obligations
Accessibility statement, multi-year plan, footer notice

Who must comply with the RGAA?

  • Government departments, local authorities and public bodies
  • Organisations entrusted with a public service mission
  • Companies with turnover in France above €250 million
  • Companies providing products and services covered by the EAA, since 28 June 2025

How is the compliance rate calculated?

The audit covers a representative sample of pages. For each applicable criterion, the site is declared compliant or non-compliant. The rate is the percentage of compliant criteria among the applicable criteria.

Below 50%, the site is “non-compliant”; between 50% and 99%, “partially compliant”; at 100%, “fully compliant”.

Your publication obligations

  • Publish an accessibility statement based on an audit
  • Display the notice “Accessibility: non-compliant / partially compliant / fully compliant” on every page
  • Publish a multi-year plan and annual action plans
  • Provide a way to report an accessibility issue

This page outlines the main points of the applicable framework. It does not constitute legal advice: the texts and how they are applied may change.

Frequently asked questions

How long does a statement remain valid?

It must be updated whenever the site changes substantially, and be based on a recent audit. A follow-up audit lets you update it after fixes.

Can my audit be deducted from my OETH contribution?

Yes: our audits are carried out by self-employed workers with disabilities. They entitle you to a deduction from your OETH contribution. See the page on the OETH deduction.
